Yes, you have to finish the game to unlock the final set of naval missions. I don't know why they set it up that way, because i just got my plat for it today, & yet i'm still waiting for my trading ship to return from the 33rd & final naval mission to unlock the altaïr sword & dagger set. It's the best set in the game, yet i won't need it.
